This is an old saying. It means that you show who you are as a person by your deeds and not what you say you are about. So behaving with integrity is more meaningful than saying you have integrity.
There is another meaning to this saying. If you say you want to achieve certain goals it is meaningless without the actions you need to take to accomplish it. I always joke that since I am saying I want to lose weight won't that do the trick. So everyday I am very clear that I want to lose weight. I know how much. I talk about it. Yet without the diet and exercise I cannot lose a pound.
The book: "The Secret", states that putting your desires out into the Universe brings you the things you want. But, I am here to say that desires without action is meaningless. Put out your desires but come up with a plan that is action oriented and you will be successful.
